The Conservation and Reinvestment Act (CARA) is on its last legs,
at least for this session of Congress. However, we can’t celebrate
quite yet. Congress will most likely remain in session until after
Thanksgiving, and considering lawmakers’ current raid on the
treasury, the pork-barrel beast is still very much alive.
This is the time of year, when Congress is winding down, that
lawmakers rush to cut backroom deals and ram pet
legislation through at the last minute. Considering CARA is a 15-year, $45
billion, land grab trust fund, it is enticing to many Congressmen who may
be
hungry for some last minute pork. Property rights activists and defenders
of the Constitution can’t allow them to line their pockets at the
expense of property rights.
Recently, CARA opponents chalked up a victory at the National Rifle
Association’s Board of Directors meeting. Some on the board had taken
the initiative to endorse CARA—most obviously at the whim of powerful
board
member and CARA sponsor Rep. Don Young. However, property rights
advocates, many of whom are NRA members, persuaded the NRA to severely
limit its
support of CARA to one small provision within the bill. This was a huge
embarrassment to Rep. Don Young, who was left at meeting’s end with a
weak endorsement at best for his property-snatching legislation.
Since CARA first reared its ugly head, grassroots activists have been
successful in fending it off. We should be proud. BUT THE FIGHT IS NOT
OVER! It is times like these when we must not rest, finish the job and
kill the beast. Although CARA is wounded, it is still alive and kicking.
Let’s kill it.

1. Call your Representative and urge him/her to stand up for property
rights and SAY NO TO CARA! The federal government already has too much
land
to (mis)manage. It doesn’t need to grab any more from private

U.N. Revives Threat to U.S.
Economy
Recently, 2,000 delegates from 165 nations met in Morocco to discuss
how to enforce the UN’s global warming treaty, the Kyoto Protocol, as
international law. According to the UN, once 55 nations who produce a
total of 55% of the so-called greenhouse gases ratify, the treaty will
enter force. In other words, the UN would become a global environmental
police force, even pressuring nations that don’t concur with their
economically paralyzing treaty to comply. President Bush has already
deemed the Kyoto Protocol unacceptable and the Senate has voted 95-0
against it, yet the UN is intent on bringing America’s economy to its
knees.
Despite the fact that the science behind Kyoto is flawed and littered
with untruths, the UN is intent on implementing the treaty. This is
because the treaty would give them global jurisdiction over the entire
world’s industry. And what better way to control the economy of the
United States? The emissions mandates in the Kyoto Protocol are draconian
and would knock the U.S. economy back decades. The UN abhors the US as a
superpower. Only months ago, the U.S. was kicked off the UN Human Rights
Commission. Make no mistake: global jurisdiction and hampering the U.S.
economy are the only goals of the UN and the Kyoto Protocol. Even if fully
enforced, Kyoto would have no positive effect on the environment.
President Bush must stand strong. Our nation needs to produce more
energy, not less, especially during this time of economic uncertainty and
war. Furthermore, President Bush should rescind Clinton’s signature from
the treaty. This would eliminate the allusion that the US has any
intentions, whatsoever, of cooperating in this global sham.
